DEVELOPMENT ISSUE #4,154 - ACARS unable to recover more than one time per flight

Issue Description ACARS generates an error upon trying to recover a flight for the second time. I have uploaded the details both times this has happened.

ACARS Version: 3.0.100.33

Error Title: DVA ACARS Error Console

Error Message: FormatException

Target Site: Void StringToNumber(System.String, System.Globalization.NumberStyles, NumberBuffer ByRef, System.Globalization.NumberFormatInfo, Boolean)
