Issue Description When Cooler statistics is attempted to be accessed at : http://deltava.org/coolerstats.do there is an exception thrown.

Error writing file '/tmp/MYpq4KM2' (Errcode: 28) - java.sql.SQLException

I assume this is a file-system / permissions issue?

01/26/2013 11:36 ET		 Looking at the nastiness that is the query and how old it is, you may want to question whether this is still used and just remove the command, DAO call, resulting JSPs, etc.

01/30/2013 09:24 ET		 Deprecation of cooler statistics code for 445 (Gives me another cycle to ensure that the code isn't used elsewhere, which it shouldn't be). Removal set for 446.
