Issue Description Getting a zero error on setSize() when loading charts.

07/09/2005 12:06 ET		 Some test data was left over. Now I'm getting an error stating that viewchart is not found. What did we rename this to?

07/09/2005 12:14 ET		 ImageServlet was trying to load the image from dva.CHARTS, not common.CHARTS. Fixed in next push.
