Issue Description The QUIT message should not be considered an authoritative indication that a user has logged off. It should be discarded by the ACARS server immediately upon receipt (and removed from the client). The server automatically tracks when a connection's underlying socket is closed by the client and this should be used to send the DELPILOTS DATARSP message.

The NetworkHandler thread already maintains a list of dropped connections. We need to create a QuitMessage bean internally in this code, and push it onto the formatted input stack for LogicProcessor to deal with.

The change has been made. I will test 0.40 of ACARS to ensure it does a graceful disconnect when flying.
