DEVELOPMENT ISSUE #4,956 - Improvement: Dark theme / Banner transparency

Issue Description Hello again:

This one is for Luke. I wanted to suggest a dark theme for the website and, if you like the idea, removing the background layer from one of the logo banners.

While I think the design of the DVA website is very clean (good job!), unfortunately the bright background hurts my eyes. So, I made a dark theme for the website. Once I did this, I noticed that there are two logo banners that get used: a default one [DeltaBanner.png] and a secondary one [DeltaBanner_delta_2007]. My guess is that the secondary banner gets used when users have the default "Delta 2007" theme selected in the profile edit options. The default banner has a transparent background; however, the secondary banner does not.

I tried to leave it alone but, alas, my OCD would not allow me to, so I edited the banner image. It was a quick hack job: I can code all day, but image editing has never been my specialty. Notwithstanding, it's decent enough to not scream at my OCD when I view the DVA website. While it's not perfect, I think the overall product came out fairly nice. I wanted to share my prototype with you, that you might consider adopting something similar for everyone to have the option of using.

I have no intention of claiming any more credit than due. Largely, none of this is "mine": all I did was write the CSS that overrides specific selectors on the DVA site. The color scheme is from Mozilla (https://developer.mozilla.org/en-US/docs/Tools/DevToolsColors): I extracted the CSS variables from the developer tools dark theme resource and then applied those variables against DVA's CSS.

I just want to pipe up here. I really like this. If we could have this as an option in addition to the DVA2006 and Legacy themes, that would be awesome.
