There is now an EMB-120 First Officer Exam available, which will be required for anyone wishing to transfer into the EMB-120 program that was initially hired into this program.

Do I see a grammar error in the sentence? ....or have I had too many Foster's?

"which will be required for anyone wishing to transfer into the EMB-120 program that was initially hired into this program." ....anyone wanting to transfer into the EMB-120 must take the exam, but what about the "that was initially hired into this program." part?

Oh I think I get it now .... maybe you were hired into the program then transferred to another program later on. But if you want to go back you'll have to take this exam ..... never mind.
