Almost all flight planners use ICAO codes so why does DVA use IATA codes which makes it difficult to find some airports especially anywhere outside USA?

You should be able to use either type of code on the DVA web site and ACARS.

Of course you can but in planning a flight DVA uses IATA code that have to be converted to ICAO codes to use almost all flight planners. This conversion can be difficult so I ask why doe;nt DVA change all codes to ICAO?
