They are different programs. The Pilot Center lets you know that you are able to gain ratings for those two aircraft types, or to transfer into those programs.

Additional rating: you stay in the 737-800 program, but you get rated ALSO to fly the CRJ or A320.

Transfering: you are no longer part of the 737-800 program. You are now part of the CRJ program, or the A320 program, depending on which one you transfer to.

Even though I like the 737 program, since I bought the PMDG 744X I am wanting to get into the 747 program. So I requested transfer back into the 777 Program. Once I finish all the tests, I will gladly come back to the 737 Program!
