I've been away from Flight Sim for several years and I'm trying to configure a new system to run using FSX on Windows 7. I'm running an XFX ATI Radeon HD 5770. When I run FSX with DirectX 10 enabled I get about 40 fps but objects, runways, lines flicker constantly no matter what other settings I tweak. If I turn off DirectX then the flicker goes away but my fps drops to about 20 and if I create any other windows (like top-down) it goes even lower.

Is this a normal issue for Direct X? Should I try a different card?

Your card is fine. This is a very common problem that alot of people have, including me. The only explanation I get is that DX10 is only a "preview". It's not fully compatible. You'll also notice other annoying things like nav lights disappearing, and anti aliasing struggling at times.

There's a t-o-n of tweaks out there though that will help with the FPS drop in DX9 mode.

I had the same problem using a nvidia GTX 280 card, however after doing some research I tweaked the settings using nhancer and it seems to have cured the problems. Perhaps there is a similar program to "nhancer" that works with ATI cards?
