I get only about 8fps in airports, and about 14 at cruise (goes up dramatically if I resize my window). I run fsx at 1920x1080. These are my specs. I am debating on upgrading my video card or ram. CPU upgrade would be expensive to go to i5 or i7.

ATI HD4850
Intel Core 2 Duo E7200 at 3.5ghz
4GB of DDR2 OCZ Reaper Ram
Windows 7 64 bit

Also would going to xp improve my fps?

I also run dual monitors, one 23" and one 19" for acars, firefox, msn, etc.

Considering the screen resolution you are running along with the fact that 4850 is running two monitors, you probably would benefit from a video card upgrade. This may however not be needed depending upon what your FSX settings are. Maybe you can look at some tweaks here : http://www.simforums.com/forums/forum_posts.asp?TID=29041

What kind of add-on's are you running? (Aircraft, Scenery, etc)

I had a lesser video card than you (8800 GTS 640MB) and an E6600 @ 3.1 GHz with 4 GB DDR2 in Windows XP and I was getting 25 FPS on average with sliders at 50% in the Level D 767 with default scenery. Now with an i7 860, 4GB DDR3 1600, and an ATI 5850 1GB I get an average of 40FPS with most of my sliders at 75%.

Whatever you do keep Windows 7 - it is much better at memory management than XP. You may need to uninstall everything and reinstall with patches as described in the link above, but there is no reason why your system shouldn't be able to run FSX at 25 to 30 FPS if you aren't running any add on scenery. Maybe knock 5 to 8 FPS off that for some intense photoreal scenery.

One of the best ways to see if your video card is limiting you is merely to drop the screen resolution and see if the FPS increase.

I run many addons (GEX, REX, UTX, UT2). I just set my FPS to unlimited and my fps jumped from 12-18 at cruise all the way to 30-45 even over DFW area low altitude. However at DFW it was down to about 8 (not fsdt scenery, its the default).
