Yes it is but the process is slow so you have to be patient. Might take a year or more until your turn comes in.

I'm a little confused about it exactly. I enrolled, so now what am I supposed to do? None of the links seem to be clickable. Do I need to contact someone or am I supposed to be completing some task online?

Just like Scott's post says, the Flight Academy is not running right now. They are redoing it to make it even better than it was before. You can enroll in the PPL course, but nothing will happen and that is why you cant click anything.
