If I transfer into an equipment program which I already have the rating for and have completed more than 10 legs in the aircraft, am I instantly eligible to take the captain exam or do I need to complete 10 legs as a first officer in the program?

if you transfer to lets say the 737 program and had already completed the 10 flights prior to switching programs... yes all you would need to do at that point is to take the 737 Captians test

It's a little more complicated than this. The 10 legs to become Captain must be obtained when you are a First Officer in that program.
