Might need a better graphics card and if you do have a decent card then check the card's settings.

I've not messed with the settings of the card. What would you suggest?

You have to set AA from an external program. like (Nvidia Control Panel) or (nHancer , nVidia Inspector)
Turn off AA in FS9 Menu. Personally i use Nvidia control panel because it's there installed ready for me
