What type of case are you looking at for this?
If it was me, I would look at a case that will allow you to go to liquid cooling in the future. I say is as I play alot of FPS some of which can be demanding on CPU's and GPU's, that is if you are going to over OverClock it to 4.5+
Now to you question, wish I had a bit of money so I could add a couple of those toys to my machine

Cooler master HAF 932 Advanced(supports up to EATX form factor) and a 1000w power supply for later upgrades( wont over clock it to more than maby 3.8 at most just cause i'm gonna run all that ram and two graphics cards)

Cooler Master??? Have to say good choice (IMO) as they have lots of fan mount placements and are set up for liquid cooling. 1000w PSU should handle most everything there even if you overclocking the CPU and/or the GPU's.
(can I borrow some money until the 2nd Tuesday of next week????)

Pointless to get water cooling for Sandy Bridge, they will go far on air. 4.5ghz is VERY easily attainable with a TINY bump in voltage. Only going up to 3.8 would be a massive waste. I run my 2500k at 4.6 daily, and never see temps above 60c (well i am water-cooled, but no difference)
