Seems like it is a secured pdf. I encounter the same issue. There are various tools to un-secure it available on the web, try google smile

Try this source. A good way to find charts is going directly the the ARTCC the airport belongs to. In this case VATCA.net

FS ATC?? ....no, it doesn't do that sort of thing. Just ignore FS ATC all together.
