On the Promotion Eligibility page, it says this for the 757 Program:

You have not passed and cannot take the 757 First Officer examination - 757 First Officer stage=3, our Stage=2, not Captain in stage 2

My question is, What does this mean?

You have to be the rank of Captain to be able to request a stage above the one in whaich you're currently assigned.

There are 4 stages, each one with different aircraft and moving up to larger planes. The stage you are in now is stage three. As John said, you first need to promote to captain to be able to move up to stage 3, then again if you wish to move up to stage 4.
