Steve, the reason most of those pilots are active is because they may still log into the DVA server every 60 days, but haven't flown a flight. If they have not been logged in for 60 days, they are sent an inactive notice, and marked as "inactive" untill they reply saying they are" retired" or log into the server again. Jim Pray, Luke Kolin, etc. might be able to correct me if I am wrong, but I think this is how the process goes.
