OK guys, next parts...what the heck is a PCI card and what does it do. Mines the card vertically in the pic by where I removed the 2 panels on the back for the 550Ti. Mines not hooked up to anything, do I really need it in there?
My speakers seem to be plugged into the mobo jack, is there a separate sound card? do I need a separate one?
BTW: my graphic card went into the black slot next to the PCI card/ now you see the problem with the heat sink being in the way. Look at the size of the graphic card compared to one I took out/ I don't know what the other 2 white slots are for, they've never had anything in them

You should be able to keep in mobo, and blocking a chipset is perfectly fine
also why did you remove the plate on the card
also looking at the mobo you don't have a pci x16 slot so you could not use that card possibly i could be mistaking

Peripheral Component Interconnect (PCI)
PCI Is the type of communication that a particular plug in uses. Then there are different types of PCI, the most common now is PCIExpress (16)
It looks like (and I know someone will jump in if I'm wrong) you have two PCI slots and one AGP.
The AGP is Accelerated Graphics Port, and the two PCIs are for add on cards.
Anyone? Am I right? This looks like a bit of an older board.
If I am right, there might be problems with your new video card.

Exactly what i was thinking
I am about %99 sure you need a new mobo to go with that graphics card ( or any new card )

Joel - according to this http://support.dell.com/support/edocs/systems/insp535mt/en/sm/techov.htm (last picture) your board does have a PCI-ex16 slot so your new GPU should fit in okay - it will need to go in slot 23 on the diagram which is where you described you had it anyway. What is that that is in slot 24? Your current graphics card? If so that will need to come out.

Ok, hopefully I get this right...sorry if I mess your name with your post up
Louis: I didn't block any chipsets the graphic card just sits flush on top/ I did not remove any plates from the card. The picture of the 2 cards is the old bare one a 512mb removed underneath the 550ti 1GB, just to show the enormous size difference.
John: according to the 546 diagram I have 3 PCI slots (21,22,23,24) ok so actually its 4/ the video card made an AMAZING difference in the sky color, especially at dawn
Alan: rock star as always/ thanks for the diagram making it easier for everyone to be on the same page here/in slot 23 is the graphic card the picture of the mobo was taken AFTER the old one was removed but BEFORE the new one was put in (remember I had the question about what the silver things were) and the graphic (550) covers it up. the card in 24 is the PCI card that is not hooked up to anything. I did have a wireless router thing (kind of a black box, that said DELL on it with a blue LED light) the cable guy said if I have my internet hardwired in why do I have this wireless modem hooked up as well, so I removed it, but not the PCI card. And THAT is the card in question in this post what does it do (apparently nothing) since unhooking it from the plug I have noticed no change i.e. I still have internet (obviously), still can send and recieve e-mail, still can print stuff? WHAT DOES IT DO?

It was only for wireless you are hardwired so you don't need the card running it.
