Whenever I attempt to load acars with the pmdg ngx, a cars says how fsx isn't ready, even though I am. However, acars works fine with other planes. Am I making a dumb mistake here or do I have a legit problem?

Other than a new PSU, nothing (and this happened before the new PSU anyway).

Just out out curosity. Do you see FSUIPC in your addon menu in FSX when loading thew NGX? ( right click, show menu bar, addons). Perhaps something in the NGX simconnect is blocking FSUIPC dll from being recognized?

Try reinstalling ACARS and FSUIPC ...latest FSUIPC version is 4.827 I think

If you are loading it thru the FMC ? it puts chocks in place, not the parking brake. Maybe that is the problem??? Other than that I have no idea. I have done dozens of flights with it using acars.

I agree with Richie, FSX will say the Parking brake is on when it is just the chocks double check that the brakes are set.

Is everything on your NGX working correctly? Are you running the Service Pack 1c? Is your FSUIPC registered or free-version?

That link has never been an issue for me. Even when I just have the chocks in via FMS and the parking brake isn't REALLY set, ACARS will allow me to start the flight. Are you seeing the red "Parking Brake Set" in the corner of FSX? What other addons are you running? Have you disabled those red messages? (Parking Brake, Brake, Diff Braking, Stall, etc.)
