Where did the new issue link go? I thought we are able to create new issues, but I don't see the option.

Try this instead ... http://www.deltava.org/helpdesk.do

Top center says: "Click here to create a new issue"

and if that doesn't work either try this: http://www.deltava.org/hdissue.do?op=edit
