Lately I've been researching quite a bit to get FSX running properly on my system since I used to be an FS9 simmer.
I finally made the switch to FSX and with good performance results.

Here's my current system specs:
Windows 8.1 64 Bit
Core i5 2500K @ 4.5GHz
8GB DDR3 Dual Channel @ 1600MHZ CL9
EVGA GTX 570 1.3 GB
250GB 840 EVO SSD - Exclusively used for FSX, better loading times.
2 Traditional Hard Drives - Caviar Black/Caviar Blue (Used for basic files, programs, and the paging files).
Anyway, this is what has helped me conduct smooth flights within FSX and I hope it helps someone around here. If you have a system similar to mine it may be good benefit to try what I describe below.
I disabled dynamic ticks on my CPU in my OS from the command prompt and noticed a good performance boost. Keep in mind that disabling the dynamic tick will likely consume more power and generate a warmer CPU, so having a good Heatsink is a must. I had been running using HPET for a long time because I heard it helped performance but thanks to DPC Latency Checker, I found out it was the exact opposite and my latency was a lot better with it turned off making my system snappier.
I switched the PCI bandwidth in my BIOS from 32 cycles to 64 cycles which is the performance recommendation.
Now keep in mind I'm an NVIDIA user, but after I updated my drivers to the latest 340.52 drivers, I noticed stutters from spot view panning were completely gone.
My FSX would always stutter when panning with the older driver.
My last flight here at DVA was about two years ago due to the fact that I've always been very busy, and my system wasn't very well tweaked either so I never really touched it, until just recently that I finally made a flight after 2 years lol.
1. Disable dynamic tick (Works only in Windows 8 I believe) it is the last solution, explains how to enable and disable the tick as well:

2. Latency Mon: http://www.resplendence.com/latencymon and DPC Latency Checker: http://www.thesycon.de/eng/latency_check.shtml
Helps to figure out your computers latency and find any problems within your computer that is causing problems that may cause lag. A lower number and greener bars is better.
Although wifi or wireless mice can cause a spike in red bars. Latency Mon helps you identify which program or service is causing a higher latency in your system.
3. Disable HPET within the BIOS, I also disabled all Intel speedstep/turbo boost technologies on my PC.
4. Change PCI latency within BIOS from 32 to 64 cycles.
5. Update your NVIDIA drivers to version 340.52:

6. Download the latest Direct X updates:

Remember to restart your system. I hope this helps someone out.

I`m actually trying to figure it out for FSX DX10 with the fixer and getting pretty good results with FSX.CFG tweaking.

Ive been looking for the fixer as well but what puts me off is that some aircraft addons don't support DX10...

I'm using the fixer and everything across the board is compatible since this converts what is not. I'm also using Shade for some nice shades in FSX. The DX10 fixer however, is not letting me edit the shadows and other items on there, my guess is something is set wrong or missing.

Sergio, about the Shade, are you using the default preset or are you using other preset? I`m not seeing any differences.
