So after nearly a year since my house fire I am finally back to a active status. I had to build a new machine and I must say it is running awesome except FSX. So the 777 sim object is missing some of the panels and when i load the 767 and try to open the 2D cockpit FSX crashes. I am running in comp mode with windows 7 and i have made sure that the file level permissions are set to full control at user level, as well as running in admin mode. I must be missing something. Thoughts?

First, sorry to hear about your house. Second, have you installed the UIAutomationcore.dll ? I don`t know if that would fix the issue, and also I don`t know if it is for Win8.1.

Digging further i found this. It explains why the panels are blank
Activation context generation failed for "C:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X\SimObjects\Airplanes\boeing_777-336_er_ba\panel\b777serv.DLL". Dependent Assembly Microsoft.FlightSimulator.SimConnect,processorArchitecture="x86",publicKeyToken="67c7c14424d61b5b",type="win32",version="10.0.61259.0" could not be found. Please use sxstrace.exe for detailed diagnosis.

Ok determined that simconnect and the dependent assembly are not the root cause of the missing panels.

***Solved,
I had three separate versions of simconnect installed in the winsxs directory. After removal of the multiple versions, all panels and gauges are now loading
