Do you mean you can't move the transponder?

Alright, try this: 1. Make sure the Transponder switch is at TA/RA mode (which is similar to the Mode C transmit, or aka, ALT in normal GA aircraft), then see if the client you are using detects the transponder in mode C mode. If not:
In the Vpilot, click "Mode C" box on the top and it should now stay on solid green ish color. If it does not work, then try same process with opening Vpilot with the "run this program as an administrator". That should solve many issues people have Vpilot
If you are using FSINN, the Mode will be appear on the top right of the corner. If it appears orange colored background with letter "S", then you are in standby mode. I believe once you click and hold on the S letter, it will switch to C like in this image.
If you are using Squawkbox, then after doing the first step, you can click Start -> Transponder -> Squawk Mode C
Try these and see if it works.
One more thing. Sometimes ACARS automatically sets transponders back to STBY when you start a flight, so make sure it is at TA/RA position when the times comes.
