Can someone confirm for me whether or not FSX real time weather still works. Have read some older posts on the internet that it wasn't for a time. Presently, mine seems to be stuck on heavy rain @ 75° and has been this way for the last week since I've tried to use it.

I downloaded and installed FSRealWX (free one) and it seems to work. I'm holding off on spending any frivolous money right now as my employment status has recently changed.

If you have ASE 2012, it works just fine now as long as you have the latest FSUIPC installed.

Nope. Never used anything but what was built into FSX for weather.

FSX Realtime weather use to be provided by Jeppesen. The contract that Jeppesen and Microsoft had for the realtime weather was expired or cancelled way back when, and the realtime weather was stuck at whatever the last update was. So therefore it will always be the same. I suggest Active Sky Next, or Active Sky. REX weather is not as good, but ok. FSrealwx is good too and it is free.

I know very little about the weather modification programs. I am looking for a program to give me more realistic weather during instrument approaches, any recommendations would be appreciated. Do any of them put heavy snow on the ground?

Here's the thing. FSX real weather does work. I've tried it with FSX DX SP2 on Win 8.1. As for more realistic weather programs, I can recommend ASN, OPUS, and probably your best bet on realism, FS Global Real Weather.
