Lots of time devoted to the VA (there aren't really any specific numbers, it's more up to the existing staff), a history of helping others in ACARS and the cooler, and depending on the position, a detailed knowledge of the specific aircraft type. I worked toward becoming on the staff team ever since I had joined because I just KNEW that it was the best VA out there, and still is. DVA/AFVA has a huge sense of maturity, which is definitely lacking at many other VAs around. If you just work towards it, one day a certain door may open when you least expect it. This is just my opinion, I'm sure Andrew or someone else in OPS may have a more precise definition. I do recommend checking out pages 47-48/43-44 inside the Pilot's Manual for more info.
