Please do NOT start to fly a charter flight until it has been approved or your flight will be REJECTED. Merely requesting a charter flight does not automatically mean you can fly it. The best way to make sure your charter flight is valid is, once its issued, in ACARS go to the option to "load a draft flight report" and load it. This will directly link the flight you're about to fly with the draft flight report I've created. I create a draft flight report every time and do this for regular flights.
If the privilege of charter flights is abused, we will merely not grant them anymore. You're free to fly any aircraft you like on any route to any destination. But you can't get approved for logging it with DVA unless it follows the guidelines. See the Pilot's Manual for more info.
Remember, we try to mimic the real world Delta and its codeshare airlines. We have 17,000 flights in our database and nobody has flown them all. Charters are fun but there are plenty of flights to choose from. See below for more guidelines on Charter Flights from the Help Desk Template:

Pre-approved charter flights are unique exceptions to our flight policies. Operations will grant charter requests on a limited basis and whether or not to grant a charter request is at the sole discretion of the Operations Department.
The concept of charter flight was created to meet rare or occasional situations. Our organization is built around the model of Delta Air Line's passenger business. There are over 10,000 flights in the schedule database with historical flights being added regularly.
In order to be considered for a charter flight, please provide the following information in order to receive a Pre-Approved charter flight.
1. ICAO code for Departure Airport and Arrival Airport. (note: airports should be commercial or general aviation fields already in our database and not private or military)
2. Equipment Type to be used.
If approved, we require that the flights be flown using ACARS (online or offline). The flights will be pre-approved and appear in your logbook as a flight assignment. They are valid for 14 days.
