Yes, the turnaround time for program transfer and/or additional ratings hovers around 48 to 72 hours. Sometimes the queue is large or there are other reasons why our volunteer evaluators can't get to these items faster. We continue to strive to turn them around as fast as possible.
Using your example, you can remain in a stage 2 program and still get ratings from stage 5 aircraft. You have to first be rated as a Captain in your stage 2 aircraft, then request a rating from a stage 3 aircraft, become a captain in that aircraft, then repeat the process for aircraft in stage 4 before you can repeat the process for aircraft in stage 5. All of this without transferring to another program.
The Pilot's Manual, on page 17, says that "If you want to transfer or request additional ratings for a higher stage than your highest earned stage" then "You need to be a Captain in the program you are in before you can take an exam, request additional ratings or switch to another program" and "You can move up one stage level from the highest program level you have been a Captain in."
This is part of the DVA experience. For DVA pilots wanting to fly a CRJ2 only, they have that option. For pilots with goals to eventually fly B747s, we simulate a ladder from smaller to larger aircraft. Along this ladder, the complexity of exam questions and check rides climbs with the pilot.
