It's one of two things - your rendering/site distance (based on cloud draw distance) and on the type of "ocean" you have selected for different "altitudes" and designated areas. I set all mine the same.

As Andrew pointed out, it comes down to visiblity in REX and Sight Distance in FS9 . . .
I set both to as low as they could go, then worked out from there til I could see it again, then slid it back down one.
