i've asked this before, but it has been a long while since i've asked. Please help me to build a computer so that I may get into flight sim again. My computer mother board shorted out and I need a new one or a new computer. I don't want to spend alot of money. maybe 600 to 800 dollars. Can someone give me some clues???? also what does steam cost and is it a good investment?

Steam is the company that sells Games, and is the Host the games to launch is no cost,
For a PC I am HIGHLY recommending the I7 4790k CPU. its stock @ 4.0 ghz, I personally overclocked mine with ease to 4.7ghz, see this post for more details. https://www.deltava.org/thread.do?id=0x1f3a6
I have put together a parts picker with some items for you, including cpu board, cooler, drive, and video card and ram. Not sure about what is broken in your pc this is just reference,

any questions please let me know.

yes Corsair H100i with 2 NFF12 noctua fans in pull ontop of the radiator out the case, inside a fractal R5 windowed case.

I'm setting up a new rig. Do you think the Cooler Master Hyper 412S would be sufficient? Or the Corsair Hydro H80i GT? The one you have is kinda out of my budget.

If your running a 4790k at stock speeds that should be sufficient, maybe even to 4.2 GHZ manually overclocked with a little voltage increase for stabilization,
I can tell you that my H100i with 2 noctua NFF12 fans, yes I replaced the Corsaid SP fans for howling loud, and paired together with my fractal r5 silent case, I cant hear this thing at all even with the 2 noctua fans mounted to the top of the case through the grill pulling ontop of the radiator in PULL ,
That is keeping my 4.7 ghz 4790k 1.31 volts cool and not over 55c using prime 95 and aida64, keep in mind these programs maximize the cpu usage for testing that no game or program can do.
But tested stability for voltage levels and temps.
I would go with the H80i just for the low profile of the CPU block to allow more air in your case movment to decrease the overall temps in the case
